[{"id":1989,"date":"2026-05-28T13:11:52","date_gmt":"2026-05-28T17:11:52","guid":{"rendered":"https:\/\/students.umw.edu\/veterans\/?page_id=1989"},"modified":"2026-05-28T13:11:52","modified_gmt":"2026-05-28T17:11:52","slug":"veterans-choice-act-in-state-tuition","status":"publish","type":"page","link":"https:\/\/students.umw.edu\/veterans\/veterans-choice-act-in-state-tuition\/","title":{"rendered":"Veterans Choice Act &amp; In-State Tuition"},"content":{"rendered":"<?xml encoding=\"utf-8\" ?><section class=\"wp-block-umw-hero alignfull umw-custom-block umw-hero umw-hero--dark-text umw-hero--media-float-right umw-hero--white umw-hero--with-no-media umw-hero--with-no-content\"><div class=\"umw-hero__inner\"><div class=\"umw-hero__media\"><\/div><div class=\"umw-hero__title\"><div class=\"container\"><div class=\"umw-hero__title__wrapper\"><div class=\"umw-hero__eyebrow\"><strong>Veteran &amp; Military Resources<\/strong><\/div><h1 class=\"umw-hero__title__header\">Veterans Choice Act &amp; In-State Tuition<\/h1><\/div><\/div><\/div><\/div><\/section><h2 class=\"wp-block-heading\">In-state Tuition Under the Veterans Choice Act for Veterans and Dependents Using Educational Benefits<\/h2><p>In accordance with Section 702 of the Veterans Choice Act, the University of Mary Washington establishes the following guidelines on in-state tuition for eligible veterans and dependents.<\/p><p><strong>You may be eligible for in-state tuition if you meet all the following requirements:<\/strong><\/p><ul class=\"wp-block-list\">\n<li>You&rsquo;re receiving benefits under <strong>one<\/strong> of the following programs:\n<ul class=\"wp-block-list\">\n<li>Post-9\/11 GI Bill&reg; (Chapter 33)<\/li>\n\n\n\n<li>Montgomery GI Bill&reg; &ndash; Active Duty (MGIB-AD, Chapter 30)<\/li>\n\n\n\n<li>Montgomery GI Bill&reg; &ndash; Selected Reserve (MGIB-SR, Chapter 1606)<\/li>\n\n\n\n<li>Veteran Readiness and Employment (VR&amp;E, Chapter 31)<\/li>\n\n\n\n<li>Survivors&rsquo; and Dependents&rsquo; Educational Assistance (DEA, Chapter 35)<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>You qualify as a &ldquo;covered individual&rdquo;<\/strong> (explained below for Veterans, spouses, and children).<\/li>\n\n\n\n<li><strong>You live in the state where your school is located<\/strong> at the time of enrollment (regardless of your formal state of residence).<\/li>\n<\/ul><h3 class=\"wp-block-heading\">Eligibility Requirements for Veterans<\/h3><p>To qualify as a &ldquo;covered individual&rdquo; as a Veteran, you must:<\/p><ul class=\"wp-block-list\">\n<li>Have served on active duty for at least 90 days since September 10, 2001.<\/li>\n<\/ul><p><em>Note<\/em>: Coverage under Section 702 of the Veterans Choice Act only applies after discharge. It does not cover active-duty members or those in the Active Guard Reserve (AGR).<\/p><h3 class=\"wp-block-heading\">Eligibility Requirements for Spouses and Children<\/h3><p>To qualify as a &ldquo;covered individual&rdquo; as a spouse or child, one of the following must apply:<\/p><ul class=\"wp-block-list\">\n<li>You&rsquo;re using education benefits transferred from an active-duty service member or Veteran.<\/li>\n\n\n\n<li>You&rsquo;re using benefits under the Fry Scholarship, and the Veteran served on active duty for at least 90 days before their death.<\/li>\n\n\n\n<li>You&rsquo;re using DEA benefits under Chapter 35.<\/li>\n<\/ul><h3 class=\"wp-block-heading\">Residency Requirements<\/h3><p>Depending on the state where your school is located, you&rsquo;ll need to meet one of these requirements to be eligible for in-state tuition:<\/p><ul class=\"wp-block-list\">\n<li>You must live in the state where your school is located, or<\/li>\n\n\n\n<li>You must live in the state where your school is located and show intent to become a resident, or<\/li>\n\n\n\n<li>You must live in the state where your school is located, show intent to become a resident, and become a legal resident within a certain period of time<\/li>\n<\/ul><h3 class=\"wp-block-heading\">Keeping Your Covered Status<\/h3><p>You will retain your &ldquo;covered individual&rdquo; status and in-state tuition eligibility as long as you remain continuously enrolled at the same institution, aside from standard breaks between courses, semesters, or terms. You can generally apply for these benefits for up to 10 years after an honorable discharge, although there are exceptions.<\/p><p>If you qualify for this program, you can receive up to 36 months of education benefits, paid monthly.<\/p><p><a href=\"https:\/\/www.va.gov\/education\/about-gi-bill-benefits\/montgomery-active-duty\/\">Chapter 30&nbsp;<\/a>assistance can be used for:<\/p><ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.benefits.va.gov\/gibill\/higher_learning.asp\" target=\"_blank\" rel=\"noreferrer noopener\">College degree\/certificate programs.<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.va.gov\/education\/about-gi-bill-benefits\/how-to-use-benefits\/non-college-degree-programs\/\">Technical\/vocational classes.<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.benefits.va.gov\/gibill\/onthejob_apprenticeship.asp\" target=\"_blank\" rel=\"noreferrer noopener\">Apprenticeships\/on-the-job training.<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.benefits.va.gov\/gibill\/accelerated_payments.asp\" target=\"_blank\" rel=\"noreferrer noopener\">Technology training.<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.benefits.va.gov\/gibill\/licensing_certification.asp\" target=\"_blank\" rel=\"noreferrer noopener\">Licensing and certification tests.<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.benefits.va.gov\/gibill\/entrepreneurship_training.asp\" target=\"_blank\" rel=\"noreferrer noopener\">Entrepreneurship training.<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.benefits.va.gov\/gibill\/national_testing.asp\" target=\"_blank\" rel=\"noreferrer noopener\">Some entrance exams.<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.benefits.va.gov\/gibill\/correspondence_training.asp\" target=\"_blank\" rel=\"noreferrer noopener\">Correspondence courses.<\/a><\/li>\n<\/ul><h3 class=\"wp-block-heading\">What if I&rsquo;m eligible for more than 1 VA education benefit?<\/h3><p>If you&rsquo;re eligible, you may be able to use more than one education benefit depending on how many qualifying periods of active duty you&rsquo;ve completed.<\/p><h4 class=\"wp-block-heading\">If you&rsquo;ve completed one qualifying period of active duty:<\/h4><div class=\"umw-accordion-container umw-custom-block\" data-only-one=\"true\">\n<div class=\"umw-collapsible-section umw-custom-block\"><div class=\"accordion__question\" data-js-question=\"true\"><button class=\"accordion__question__trigger\" data-js-trigger=\"true\">For a period of active duty that started on or after August 1, 2011<\/button><div class=\"accordion__question__answer\">\n<p>You can use only one education benefit. You&rsquo;ll have to choose which education benefit you&rsquo;d like to use. Once you make that choice, you give up the right to use the other benefit. You can use up to a maximum of 36 months of education benefits.<\/p>\n\n\n\n<p>If you choose to use the Post-9\/11 GI Bill&copy;, you can&rsquo;t switch at a later date to use one of these other education benefits instead:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Montgomery GI Bill&copy;&nbsp;Active Duty (MGIB-AD or Chapter 30)<\/li>\n\n\n\n<li>Montgomery GI Bill&copy; Selected Reserve (MGIB-SR or Chapter 1606)<\/li>\n<\/ul>\n\n\n\n<p><strong>Note:&nbsp;<\/strong>It&rsquo;s also true that if you choose to use MGIB-AD or MGIB-SR, you can&rsquo;t switch at a later date to use Post-9\/11 Bill&copy; benefits.&nbsp; If&nbsp;you decide&nbsp;to use Post-9\/11 GI Bill&copy; benefits and you use up all your entitlement for that benefit, VA will refund you part or all of the payments you made into MGIB-AD. The maximum amount you can get for a refund is $1,200.<br><a href=\"https:\/\/www.va.gov\/resources\/montgomery-gi-bill-refunds\">Learn more about Montgomery GI Bill&copy; refunds<\/a>.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"umw-collapsible-section umw-custom-block\"><div class=\"accordion__question\" data-js-question=\"true\"><button class=\"accordion__question__trigger\" data-js-trigger=\"true\">For a period of active duty that started before August 1, 2011<\/button><div class=\"accordion__question__answer\">\n<p>You can use MGIB-AD or MGIB-SR benefits and then switch to use Post-9\/11 GI Bill&copy; benefits.&nbsp;<\/p>\n\n\n\n<p><strong>This is how your decision to switch affects your benefits:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>You give up the right to use your MGIB-AD or MGIB-SR benefits&nbsp;<strong>and<\/strong>&nbsp;<\/li>\n\n\n\n<li>If you switch from using MGIB-AD to using Post-9\/11 GI Bill&copy; benefits, you can use only your remaining entitlement from MGIB-AD when you start using Post-9\/11 GI Bill&copy; benefits.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><strong>Example:<\/strong>&nbsp;If you have 6 months of MGIB-AD entitlement left when you switch, you&rsquo;ll have 6 months of Post-9\/11 GI Bill&copy; benefits to use.<\/p>\n\n\n\n<p>You can&rsquo;t switch from using Post-9\/11 GI Bill&copy; benefits to using MGIB-AD or MGIB-SR. This is because when you choose to use Post-9\/11 GI Bill&copy; benefits, you give up your right to use MGIB-AD and MGIB-SR.<\/p>\n<\/div><\/div><\/div>\n<\/div><h4 class=\"wp-block-heading\">If you&rsquo;ve completed two or more qualifying periods of active duty:<\/h4><p>You may qualify for up to 48 months of benefits if you&rsquo;re eligible for the Post-9\/11 GI Bill&copy; and either MGIB-AD or MGIB-SR benefits.<\/p><p><strong>Recent changes:<\/strong>&nbsp;<\/p><ul class=\"wp-block-list\">\n<li>If you&rsquo;re using MGIB-AD benefits and you switch to Post-9\/11 GI Bill&copy; benefits, you&rsquo;re no longer restricted to your remaining MGIB-AD entitlement&nbsp;<strong>and<\/strong><\/li>\n\n\n\n<li>If you gave up MGIB-AD or MGIB-SR benefits when you switched to the Post-9\/11 GI Bill&copy;, you may now qualify for up to 12 months of additional MGIB benefits (for a maximum of 48 months). &nbsp;<\/li>\n<\/ul><p><strong>Note:<\/strong>&nbsp;VA considers any reenlistment a separate period of active duty. But an extension isn&rsquo;t a separate period of active duty.<\/p><h3 class=\"wp-block-heading\">How VA determines your rate<\/h3><p>VA bases your monthly rate (or payment amount) on these two factors:<\/p><ul class=\"wp-block-list\">\n<li>The type of education or training you are getting&nbsp;<strong>and<\/strong><\/li>\n\n\n\n<li>How many courses you are taking&mdash;or how far along you are in your on-the-job training or apprenticeship program<\/li>\n<\/ul><p>You may get less than the full rate each month if any of these are true:<\/p><ul class=\"wp-block-list\">\n<li>You are enrolled in fewer courses than what we consider to be full-time&nbsp;<strong>or<\/strong><\/li>\n\n\n\n<li>Your clock hours&nbsp;per week are less than what we consider to be full-time&nbsp;<strong>or<\/strong><\/li>\n\n\n\n<li>You are getting&nbsp;on-the-job training,&nbsp;<strong>or<\/strong><\/li>\n\n\n\n<li>You&rsquo;re in an apprenticeship program,&nbsp;<strong>or<\/strong><\/li>\n\n\n\n<li>You&rsquo;ve served less than three continuous years&nbsp;on active duty<\/li>\n<\/ul><p><strong>Note:<\/strong>&nbsp;If you have a kicker (sometimes called &ldquo;college fund&rdquo;) or take part in the $600 Buy-Up program, you may get more money each month than the full-time enrollment rate. We&rsquo;ll add the kicker or buy-up amount to your monthly payment.&nbsp;<\/p><h4 class=\"wp-block-heading\">MGIB-AD rates if you served at least three continuous years (without a break) on active duty<\/h4><p><strong>Effective October 1, 2025<\/strong><\/p><p>The MGIB-AD rates listed here are for October 1, 2025, to September 30, 2026. VA makes the payments directly to you.<\/p><p><strong>For institutions of higher learning<\/strong><\/p><p>These monthly rates apply to courses at colleges and universities.<\/p><p>The amounts listed here are for a full month of enrollment. VA pays you a percentage of the full month&rsquo;s rate based on the number of days you&rsquo;re enrolled that month. VA calls this a prorated payment. For example, if your school starts on the 20th, you would receive a payment for 10 days of enrollment that month. Your payment would be 1\/3 of the monthly rate.&nbsp;<\/p><p>VA will pay you up to the rate listed here, depending on how many courses you&rsquo;re taking:<\/p><ul class=\"wp-block-list\">\n<li><strong>Full-time enrollment:&nbsp;<\/strong>$2,518.00 for each full month<\/li>\n\n\n\n<li><strong>3\/4-time enrollment:&nbsp;<\/strong>$1,888.50&nbsp;for each full month<\/li>\n\n\n\n<li><strong>1\/2-time enrollment:<\/strong>&nbsp;$1,259.00&nbsp;for each full month<\/li>\n<\/ul><p>If you&rsquo;re enrolled less than 1\/2 time,&nbsp;VA pays you up to the amount listed here for every month you&rsquo;re enrolled&mdash;but no more than the cost of your tuition and fees:<\/p><ul class=\"wp-block-list\">\n<li><strong>Less than 1\/2-time and more than 1\/4-time enrollment:<\/strong>&nbsp;$1,259.00&nbsp;for each full month&nbsp;(or the cost of your tuition and fees, whichever is less)<\/li>\n\n\n\n<li><strong>1\/4-time enrollment or less:<\/strong>&nbsp;$629.50&nbsp;for each full month&nbsp;(or the cost of your tuition and fees, whichever is less)<\/li>\n<\/ul><p>If your tuition and fees are less than the monthly rate, VA will send you a lump sum (1 payment) at the start of each term.&nbsp;<strong>Example:<\/strong>&nbsp; If you&rsquo;re enrolled less than 1\/2 time and more than 1\/4 time, and you attend a 90-day term, you may get up to $3,777.00 for the term ($1,259.00 per month x 3). But if your tuition and fees are less than $3,777.00, then VA will send you the amount of your tuition and fees at the start of the term instead.<\/p><h4 class=\"wp-block-heading\">MGIB-AD rates if you served between 2 and 3 years on active duty<\/h4><p><strong>Effective October 1, 2025<\/strong><\/p><p>The MGIB-AD rates listed here are for October 1, 2025, to September 30, 2026. VA pays you directly each month. You need to register in DEERS to get TRICARE.<\/li>\n\n\n\n<li>Students need a letter from the registrar&rsquo;s office to act as proof of full-time enrollment in an accredited college in pursuit of an Associate&rsquo;s Degree or higher.<\/li>\n\n\n\n<li>The sponsor must show they provide more than half of the student&rsquo;s financial support.\n<ul class=\"wp-block-list\">\n<li>A properly verified and signed <a href=\"https:\/\/www.cac.mil\/Next-Generation-Uniformed-Services-ID-Card\/Getting-Your-ID-Card\/\">DD Form 1172-2 <\/a>is required for all dependent enrollments\/changes and dependent ID card issuance. The sponsor has the following options to complete the DD Form 1172-2 for their dependents:\n<ul class=\"wp-block-list\">\n<li>The sponsor is present with their dependent(s) for ID issuance.<\/li>\n\n\n\n<li>The sponsor can fill out DD Form 1172-2 at any DEERS\/ID Card facility ahead of the dependent&rsquo;s visit. Please note that DD Form 1172-2 is only valid for 90 days from the signature.<\/li>\n\n\n\n<li>The sponsor gives the dependent General Power of Attorney (POA), and the dependent presents the original General POA at the time of service. The General POA must be original, valid, and unexpired.<\/li>\n\n\n\n<li>The sponsor can digitally sign DD Form 1172-2 with CAC using RAPIDS Self-Service (RSS): by signing in through their DS Login and selecting Family ID Cards <a href=\"https:\/\/idco.dmdc.osd.mil\/idco\/\">https:\/\/idco.dmdc.osd.mil\/idco\/<\/a>. The dependent will advise the front desk that the DD1172-2 was completed electronically by their sponsor.<\/li>\n\n\n\n<li>If the sponsor completes DD Form 1172-2 by hand, it must be notarized and signed by the sponsor. The dependent must present the original DD1172-2.<\/li>\n\n\n\n<li>PLEASE NOTE: For college students aged 21-23, the Sponsor must indicate that he\/she &ldquo;provides over 50% support &rdquo; in Block 21 of the DD Form 1172-2.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>This information must be provided at an ID card issuing facility at a military base or other installation with DEERS services.<\/li>\n<\/ul><p><em>TRICARE Coverage for Adopted Children and Stepchildren<\/em><\/p><p>The above will apply to adopted children and stepchildren, but there are additional rules to be aware of. According to the TRICARE official site, the following will apply:<\/p><ul class=\"wp-block-list\">\n<li>Step-children are eligible for TRICARE as long as the parent of the child and sponsor remain legally married.<\/li>\n\n\n\n<li>If the marriage ends in divorce, the step-children lose eligibility on the date the divorce decree is final.<\/li>\n\n\n\n<li>If the sponsor adopts his or her step-children, TRICARE coverage remains for the adopted children even if the marriage ends in divorce.<\/li>\n<\/ul><p>Steps for Requesting Enrollment Verification at UMW:<\/p><ol class=\"wp-block-list\">\n<li>Log in to <strong>Banner Self-Service<\/strong> &ndash;<\/li>\n\n\n\n<li>Click the <strong>waffle menu<\/strong> in the upper-left corner &ndash;<\/li>\n\n\n\n<li>Select <strong>Banner<\/strong> &ndash;<\/li>\n\n\n\n<li>Choose <strong>Student<\/strong> &ndash;<\/li>\n\n\n\n<li>Click <strong>Student Records Requests<\/strong> &ndash;<\/li>\n\n\n\n<li>Select <strong>Request Enrollment Verification<\/strong> &ndash;<\/li>\n\n\n\n<li>Enter the required information &ndash;<\/li>\n\n\n\n<li>Click <strong>Submit<\/strong>.<\/li>\n<\/ol><p>Once the Enrollment Verification arrives in the mail, you and your veteran sponsor will need to take the Enrollment Verification letter and two additional forms of ID to the Defense Enrollment Eligibility Reporting System (DEERS) Office to get a new DoD ID. Do not try to drop in at any DEERS Office, especially at Quantico or Ft. Belvoir, for a walk-in appointment. Rates<\/h3><p><strong><em>Effective October 1, 2025<\/em><\/strong><\/p><p>The MGIB-SR rates listed here are for October 1, 2025, to September 30, 2026. VA makes the payments directly to you.<\/p><h4 class=\"wp-block-heading\">For institutions of higher learning<\/h4><p>These monthly rates apply to courses at colleges and universities.<\/p><p>The amounts listed here are for a full month of enrollment. VA pays you a percentage of the full month&rsquo;s rate based on the number of days you&rsquo;re enrolled that month. VA calls this a prorated payment. For example, if your school starts on the 20th, you would receive a payment for 10 days of enrollment that month. Book Stipend is $41.67 multiplied by the # of credits taken.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"umw-collapsible-section umw-custom-block\"><div class=\"accordion__question\" data-js-question=\"true\"><button class=\"accordion__question__trigger\" data-js-trigger=\"true\">Do these benefits expire?<\/button><div class=\"accordion__question__answer\">\n<p>This depends on when you were discharged from active duty.<\/p>\n\n\n\n<p>If your service ended before January 1, 2013, your Post-9\/11 GI Bill&copy; (Chapter 33) benefits will expire 15 years after your last separation date from active service. You must use all of your benefits by that time, or you&rsquo;ll lose whatever&rsquo;s left.<\/p>\n\n\n\n<p>If your service ended on or after January 1, 2013, your benefits won&rsquo;t expire thanks to a law called the Forever GI Bill&copy; &ndash; Harry W. The Department of Defense approves a transfer of benefits.<\/li>\n<\/ul>\n\n\n\n<p>If you&rsquo;re on active duty or in the selected reserve and meet all of these requirements, you may be able to <strong><a href=\"https:\/\/milconnect.dmdc.osd.mil\/milconnect\/\">transfer your Post-9\/11 GI Bill&copy; benefits to a dependent family member<\/a><\/strong>.<\/p>\n\n\n\n<p><strong>All of these must be true:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>You&rsquo;ve completed at least 6 years of service on the date your request is approved, <strong>and<\/strong><\/li>\n\n\n\n<li>You agree to add 4 more years of service, <strong>and<\/strong><\/li>\n\n\n\n<li>The person getting benefits is enrolled in the Defense Enrollment Eligibility Reporting System (DEERS)<\/li>\n\n\n\n<li><strong>Note:<\/strong> If you received a Purple Heart, you don&rsquo;t need to meet a service requirement. But you&rsquo;ll need to request to transfer your benefits while you&rsquo;re still on active duty.<\/li>\n<\/ul>\n\n\n\n<p>If you&rsquo;re the child or surviving spouse of a service member who died in the line of duty after September 10, 2001, <strong>you may qualify for the <\/strong><a href=\"https:\/\/www.va.gov\/education\/survivor-dependent-benefits\/fry-scholarship\/\"><strong>Marine Gunnery Sergeant John David Fry<\/strong> <strong>Scholarship (Fry Scholarship)<\/strong><\/a><strong>.<\/strong><\/p>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"umw-collapsible-section umw-custom-block\"><div class=\"accordion__question\" data-js-question=\"true\"><button class=\"accordion__question__trigger\" data-js-trigger=\"true\">How does VA determine my monthly housing allowance (MHA)?<\/button><div class=\"accordion__question__answer\">\n<p>The Monthly Housing Allowance (MHA) is generally the same as the military Basic Allowance for Housing (BAH) for an E-5 with dependents. &nbsp;This rate is variable and dependent on factors such as the zip code of the location where you take the majority of your classes, your rate of pursuit (which must be greater than part-time), and your percentage of eligibility for the entitlement.<\/p>\n\n\n\n<p>Your MHA is based on the monthly military Basic Allowance for Housing (BAH) for an E-5 with dependents. VA starts with that amount, and then considers these additional factors to calculate your MHA:<\/p>\n\n\n\n<p><strong>The percentage of Post-9\/11 GI Bill&copy; benefits you&rsquo;re eligible for (your eligibility tier).<\/strong> VA will pay you a percentage of MHA based on how long you served on active duty and certain other factors.<\/p>\n\n\n\n<p><strong>How much you&rsquo;re attending school.<\/strong> VA will pay you a percentage of MHA based on how many credits you&rsquo;re taking per term compared to full-time enrollment. They call this your rate of pursuit. For example, if you&rsquo;re taking 9 credits in a standard-length term and your school considers 12 credits to be full-time, your rate of pursuit is 80% (9 divided by 12, rounded to the nearest tenth). and Dependents&rsquo; Educational Assistance (DEA) Chapter 35 Program <\/strong>offers education and training to dependents or survivors of veterans disabled by or who died from service-related conditions. Dependents can receive up to 36 months of benefits. To qualify, you must be the child or spouse of:<\/p><ul class=\"wp-block-list\">\n<li>A veteran who died or is disabled or died from any cause while disabled as the result of a service-connected disability.<\/li>\n\n\n\n<li>A veteran who is rated at 100% permanent and total service-connected disability.<\/li>\n\n\n\n<li>A service member missing in action or captured in the line of duty by a hostile force.<\/li>\n\n\n\n<li>A service member detained or interned in the line of duty by a foreign government or power.<\/li>\n\n\n\n<li>A service member hospitalized or receiving outpatient treatment for a service-related disability who is likely to be discharged.<\/li>\n<\/ul><h3 class=\"wp-block-heading\">2025 to 2026 Chapter 35 benefits rates<\/h3><h4 class=\"wp-block-heading\">Effective October 1, 2025<\/h4><p>The DEA rates listed here are for October 1, 2025, to September 30, 2026. VA will make the payments directly to you.<\/p><h4 class=\"wp-block-heading\">For institutions of higher learning<\/h4><p>These monthly rates apply to courses at colleges and universities. The amounts listed here are for a full month of enrollment. VA will pay you a percentage of the full month&rsquo;s rate based on the number of days you&rsquo;re enrolled in that month. VA calls this a prorated payment. For example, if your school starts on the 20th, you would receive a payment for ten days of enrollment that month. Your payment would be 1\/3 of the monthly rate.<\/p><p>VA will pay you up to the rate listed here, depending on how many courses you&rsquo;re taking:<\/p><ul class=\"wp-block-list\">\n<li><strong>Full-time enrollment: <\/strong>$1,574.00 for each full month<\/li>\n\n\n\n<li><strong>3\/4-time enrollment: <\/strong>$1,244.00 for each full month<\/li>\n\n\n\n<li><strong>1\/2-time enrollment: <\/strong>$912.00 for each full month<\/li>\n<\/ul><p>If you&rsquo;re enrolled less than 1\/2 time, VA will pay you up to the amount listed here for every month you&rsquo;re enrolled&mdash;but no more than the cost of your tuition and fees:<\/p><ul class=\"wp-block-list\">\n<li><strong>Less than 1\/2-time and more than 1\/4-time enrollment: <\/strong>$912.00 for each full month (or the cost of your tuition and fees, whichever is less)<\/li>\n\n\n\n<li><strong>1\/4-time enrollment or less: <\/strong>$393.50 for each full month (or the cost of your tuition and fees, whichever is less)<\/li>\n<\/ul><p>If your tuition and fees are less than the monthly rate, VA will send you a lump sum (1 payment) at the start of each term.<\/p><p><strong>Example:<\/strong> If you&rsquo;re enrolled less than 1\/2 time and more than 1\/4 time, and you attend a 90-day term, you may get up to $2,736.00 for the term ($912.00 per month x 3). But if your tuition and fees are less than $2,736.00, then VA will send you the amount of your tuition and fees at the start of the term instead.<\/p><p><strong>*VA UPDATE FOR ALL CH 35 DEA STUDENTS*<\/strong><\/p><p>All CH 35 students must verify their enrollment monthly to receive their stipend. You might also receive a monthly stipend.<\/p><p>You&rsquo;re eligible to apply for VR&amp;E benefits and services if:<\/p><h4 class=\"wp-block-heading\">If you are a Veteran:<\/h4><p>All of these must be true:<\/p><ul class=\"wp-block-list\">\n<li>You didn&rsquo;t receive a dishonorable discharge, and<\/li>\n\n\n\n<li>You have a service-connected disability rating of at least 10% from VA<\/li>\n<\/ul><h4 class=\"wp-block-heading\">If you are still on Active Duty:<\/h4><p>At least one of these must be true:<\/p><ul class=\"wp-block-list\">\n<li>You have a 20% or higher pre-discharge disability rating (memorandum rating) and will soon leave the military or<\/li>\n\n\n\n<li>You&rsquo;re waiting to be discharged because of a severe illness or injury that occurred while you were on active duty<\/li>\n<\/ul><p>If you think you qualify for aid through Chapter 31, apply on <a href=\"https:\/\/va.gov\">VA.gov<\/a>.<\/p><h3 class=\"wp-block-heading\">The process for Chapter 31:<\/h3><ul class=\"wp-block-list\">\n<li>The Chapter 31 counselor will meet with you and design a program to meet your employment needs<\/li>\n\n\n\n<li>Often, this includes completing a college degree program.<\/li>\n\n\n\n<li>If approved for higher education, the counselor will require a degree plan known as a Vocational Rehabilitation Academic Worksheet.<\/li>\n\n\n\n<li>This document can&rsquo;t be completed until you have been admitted to UMW. You will work with your Academic Advisor to complete the plan, which will include the number of credits required and the expected time frame to complete your degree.<\/li>\n\n\n\n<li>Prior to every term and after you have registered for classes, you are required to submit a UMW Request for Veterans Benefits Form (RFB).<\/li>\n\n\n\n<li>Your Chapter 31 Vocational Rehabilitation Counselor (VRC) will then submit a series of Purchase Order (PO) numbers through a third-party vendor system called Tungsten. Your assigned Chapter 31 VRC will also provide you with the PO#. You will need two separate PO#&rsquo;s. One PO# for Tuition &amp; Fees and a semester parking pass, and a separate PO# for the UMW Bookstore (Barnes &amp; Noble) to buy books and school supplies.\n<ul class=\"wp-block-list\">\n<li><strong>In-Person:<\/strong> Corporate Barnes and Noble provides a list of names to the UMW Bookstore. You must take your ID to the bookstore and identify as a Chapter 31 student. If you are not on the current list, reach out to the Chapter 31 School Certifying Official. The SCO will assist you.<\/li>\n\n\n\n<li><strong>Online:<\/strong> Proceed to checkout and select the payment option Financial Aid. In lieu of a student ID number, please use your Bookstore PO#. The VA will only cover ground shipping. If renting a textbook, you must add credit card information to secure the rental. Your card will be charged if you do not return the rental.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>It is suggested that all veterans with active cases who are experiencing difficulties with responses reach out to their assigned VRC via the following email: <a href=\"mailto:EVA@va.gov\">EVA@va.gov<\/a>. The communication will go directly to the electronic case file, so even if there is a counselor change, VR&amp;E will get it. Military Resources<\/div><h1 class=\"umw-hero__title__header\">VMSDEP<\/h1><\/div><\/div><\/div><\/div>\n<div class=\"wp-block-umw-hero-ctas alignfull\"><div class=\"umw-hero__links\"><div class=\"container\"><div class=\"umw-hero__links__wrapper\">\n\n\n\n<\/div><\/div><\/div><\/div>\n<\/section><h2 class=\"wp-block-heading\">Virginia Military Survivors and Dependents Education Program (VMSDEP)<\/h2><p>The Virginia Military Survivors and Dependents Education Program (VMSDEP) offers education benefits to spouses and children of military members who are killed, missing in action, taken prisoner, or rated by the US Department of Veterans Affairs as totally and permanently disabled, or at least 90 percent disabled due to military service.<\/p><p>The Virginia Department of Veterans Services (DVS) manages the program and works with the State Council of Higher Education for Virginia (SCHEV) and public colleges to help spouses and children of military service members and Veterans achieve their educational goals.<\/p><p>If the dependent and their sponsor have resided in Virginia for at least 5 years, they can apply for this benefit.  Please visit the <a href=\"https:\/\/www.dvs.virginia.gov\/benefits-services\/education\/virginia-military-survivors-dependents-education-program-vmsdep\">VMSDEP website<\/a> for eligibility requirements and the online application.<\/p><p><a href=\"https:\/\/vmsdep.dvs.virginia.gov\/user\/login\">Login to your VMSDEP portal.<\/a><\/p><p>Please direct school-specific VMSDEP inquiries to <a href=\"mailto:umwbills@umw.edu\">umwbills@umw.edu<\/a>.<\/p><h3 class=\"wp-block-heading\">University of Mary Washington VMSDEP Process<\/h3><p>The process for applying the tuition and fees waiver to the student account at UMW depends on the eligible student&rsquo;s action.<\/p><p>Each semester a student wishes to use the benefit, the student must update the term information in the VMSDEP portal. Please be sure you have registered for classes. Tuition and fees must be assessed on your student account before the waiver can be applied. This should be done by the first day of class to avoid any delays or penalties.<\/p><p>VMSDEP has established permanent open and close enrollment dates for the program:<\/p><ul class=\"wp-block-list\">\n<li>Fall: Open July 1 &ndash; Close October 31<\/li>\n\n\n\n<li>Spring: Open November 1 &ndash; Close March 31<\/li>\n\n\n\n<li>Summer: Open April 1 &ndash; Close June 30<\/li>\n<\/ul><p>UMW extracts participant names from the Institutional VMSDEP portal on a weekly basis.<\/p><p>The waiver will be visible in the student account once the Office of Student Accounts has manually applied the waiver.<\/p><p>Tier 2 students eligible for the stipend: The stipend is validated after the add\/drop date. If state funds are available, the stipend will be disbursed to your student account as financial aid. Please note that this is approximately 6-8 weeks after the start of the term.<\/p><p>UMW will not process retroactive VMSDEP requests. We strongly encourage students to update the VMSDEP portal before the first day of class and no later than the publicized enrollment deadline dates noted above.&nbsp;<\/p><p>Please note that summer is considered a term. If requested, it will count against one of the 8 semesters awarded by VMSDEP. Plan accordingly. Some students choose to self-pay for summer because it&rsquo;s usually a reduced schedule and does not maximize the use of the tuition waiver. Additionally, stipends are not available to Tier 2 students.<\/p><p>If you have received non-refundable, tuition-specific aid, it will be adjusted and removed once the waiver is posted to your student account.
